With Prejudice

A ruling or order with prejudice refers to a final and binding decision by a judge about a legal matter. Such judgment/order prevents any further pursuit of the same matter in any court. When a judge makes such a decision, he dismisses the matter with prejudice. On the other hand, if the order/judgment is "without prejudice," the party against whom the ruling is made has the opportunity to bring the same matter before the court.
